A change in venue seemed just the right way to kick off summer for the Planning Board, who had restaurants on their minds, green-lighting plans for a new noodle place downtown and seeking to make outdoor dining permanent for Sweet Basil. They also negotiated a disagreement between neighbors about border plantings and dreamed big about replacing the old Carter’s building at 100 West Street.
