Zoning Board of Appeals, 9/17/26

The Needham Zoning Board of Appeals met on September 17th. After reviewing the Minutes from the previous meeting, Board Members briefly discussed and made a final decision and vote regarding the application from 1545 Central Avenue. They also briefly discussed a continuation request for a ZBA Special Permit that had been granted in 1997 for the Norfolk Lodge at 1101 Highland Avenue regarding the allowance of sale and storage of Christmas trees in their parkint lot. The Application for an ADU at 20 Manson Road was also scheduled but the Applicant requested to again postpone the Agenda Item until the Zoning Board’s next meeting which is scheduled for October 29th. Board Members also heard from the applicants of the last two applications being disucssed, The Monsoon Indian Kitchen Inc. located at 324 Chestnut Street who were looking for a parking waiver and an addition of inside seating for their restaurant, as well as a couple living at 29 Davenport Road who are requesting a special permit and variance to allow for them to renovate and build an addition to the structure on their property.

Informal Matter 1101 Highland Avenue
Norfolk Lodge A.F. & A.M. request a continuation of the ZBA Special Permit granted on October 16, 1997 to allow the sale and storage of Christmas trees and related items in the parking lot located at 1101 Highland Avenue.

Case #1: 20 Manson Road
Applicant seeks a finding that the proposed change to a preexisting, nonconforming accessory structure into an ADU is not significantly more detrimental to the neighborhood than the existing nonconforming structure. The applicant would convert and expand the existing detached one-story garage into a two-story ADU including two bedrooms and two bathrooms, and would preserve the existing nonconforming side and rear yard setbacks of 1.5’ and 1’.

Case #2: 324 Chestnut Street
Monsoon Indian Kitchen, Inc. seeks the board to allow the addition of up to 9 seats of table service dining for dinner only and a parking waiver for the requested seats.

Case #3: 29 Davenport Road
Owners are asking to allow the change, extension, alteration and enlargement of a lawful, pre-existing, non-conforming structure for relief of a front yard setback from 20 feet to 19 feet; and a Variance to allow a side yard setback at 6 feet where 14 feet are required and to allow a proposed 51.9 feet of linear wall length within the side-yard setback with an offset of 1.5 feet prior to the 32 linear feet of structure mark, rather than the 2 feet of offset as required in the Zoning By-Law. The property is triangular in shape and has one front yard and two side yard setbacks. The relief sought is associated with the addition and alterations to an existing single-family home.
